The Indictment
Before the technical definition, the plain one.
Abundance has already been achieved. It was achieved before agriculture, and it was surrendered rather than lost. What we are approaching now is not the first abundance. It is a second one, and there is a record of how the first was taken.
A society may hold every material sufficiency and still produce people who cannot govern themselves, because sufficiency without development is not the goal and has never been the goal.
Definition
ABUNDANCE is a measured projection, stated in time, of how long the stocks on hand and the productive capacity under stewardship will continue to meet a defined need at a defined rate of use.
It is not a state of plenty, a standard of living, a level of consumption, or a quantity of money. It is a duration, and it is falsifiable.
THE ORDER OF NEED IS FIXED.
Tier 1 Water, potable and delivered Tier 2 Food, produced and distributable Tier 3 Shelter, with the heat, cooling, and sanitation that make it habitable Tier 4 The energy, medicine, and transport on which Tiers 1 to 3 depend Tier 5 Wants, and everything after need
A longer projection is greater abundance. A shorter projection is lesser abundance. The figure is stated in units of time, never in units of currency.
The Laws
The circular plan, seen from above. Every ring is sited against the tier it serves, water and agriculture outward, with the shortest run to the centre. Design of this kind is a claim about projection, not about style.
FIRST LAW. THE MEASURE IS TIME, NOT VOLUME.
Abundance is how far forward the supply reaches, not how large the pile is today. A large stock consumed faster than it is renewed is a short projection wearing the appearance of plenty.
SECOND LAW. NO TIER COMPENSATES FOR A LOWER TIER.
Surplus above never offsets shortfall below. A society with abundant wants and a short projection of water is not abundant, and any report that averages the two is false on its face.
The core of the same model. Stocks arranged where they can be seen and reached are stocks under stewardship, which is the difference between a projection and an inventory.
THIRD LAW. STEWARDSHIP IS PART OF THE STOCK.
Capacity without an answerable steward is counted at its projected depletion, not at its present volume. Abundance therefore falls the moment renewal stops, while the warehouse still looks full.
FOURTH LAW. ABUNDANCE WITHOUT DEVELOPMENT IS NOT THE OBJECTIVE, AND MAY BE A HARM.
Material sufficiency delivered to an undeveloped population does not produce a governable society. The developmental literature associates the passage into adult capability with separation, genuine difficulty met alone, and return. Where the difficulty is removed, the passage does not occur on schedule. Luthar's work, under the American Psychological Association, locates measurable onset near seventy thousand dollars of household income, which places the effect in the ordinary range rather than at the extremes of wealth.
FOURTH LAW, COROLLARY. THE GRADIENT SURVIVES THE SUFFICIENCY.
Marmot's Whitehall cohorts establish that health and mortality track position in a hierarchy among people who are all materially provided for, employed, and housed. The gradient is not a poverty effect and does not resolve when the material floor rises. It follows that raising the floor, taken alone, does not deliver the outcome the floor was raised to deliver, and that rank itself is a term in the equation.
FIFTH LAW. ABUNDANCE IS ADMINISTERED BY PEOPLE, AND SOME PEOPLE SEEK ITS
ADMINISTRATION. The concentration of stored surplus creates positions of control, and positions of control are sought disproportionately by the personality cluster the literature designates the dark tetrad, being Machiavellianism, narcissism, psychopathy, and everyday sadism. The primate work of Sapolsky and of Shively establishes that dominance position carries measurable physiological consequence for both the occupant and the subordinate, so the question of who holds a station is not a question of manners. Any abundance model that does not account for who will apply to run it has not been designed; it has been wished for.
SIXTH LAW. THE FIRST ABUNDANCE WAS SURRENDERED TO THE SURPLUS ITSELF.
There was no landlord before the harvest. Foraging societies held little, moved often, and could not be ruled by anyone they could walk away from. Agriculture produced the first pile worth guarding, worth counting, and worth owning, and with it the first man positioned above other men. The anthropological record is consistent on the point that institutionalized inequality begins with the Neolithic surplus, and that the early farmer was shorter, sicker, and worked longer hours than the forager preceding him. The surplus bought numbers and hierarchy and charged freedom for both.
SEVENTH LAW. A SOCIETY THAT CANNOT REMEMBER A SOLUTION CANNOT HOLD AN ABUNDANCE.
Abundance is not only produced, it is maintained, and maintenance requires that the society retain what it already worked out. Historical apoplexy describes the stroke-like loss of that retention, in which specific regions of prior knowledge go dark while policy and production continue with degraded coordination. Epistemic senicide describes the deliberate severance of the lineage that carried it. Under either condition the projection shortens, because each generation pays again for what was already solved.
Ocean settlement as a second plateau rather than a summit. New capacity does not end the climb; it moves the question to how long the projection holds and who is stationed to watch it.
EIGHTH LAW. THE SECOND ABUNDANCE IS A PEAK ONTO A PLATEAU, NOT A SUMMIT.
The present rise in productive capacity is not the end of a climb. It is the approach to a new plateau, on which the governing question is no longer how to produce but how long the projection holds and who is stationed to watch it. A plateau is held or lost by stewardship, not by output.
The Test Of A Claim
A claim of abundance is admissible only if it states, for each tier:
1. The tier measured. 2. The rate of use assumed. 3. The period projected, in units of time. 4. The steward answerable for the stock.
A claim omitting any of the four is not a measurement and shall not be treated as one. This is the whole of the standard, and it is deliberately low enough that any citizen may apply it.
