                     A BILL / A JOINT RESOLUTION

IN THE HOUSE OF REPRESENTATIVES / IN THE SENATE BY __________ A BILL to authorize the use of The Vitruvian Quotient, an eight-quotient full-spectrum human-intelligence framework and the education operating system built upon it, across the schools the Federal Government operates, on the same terms a State would adopt for its own schools; to adopt the common psychometric standard under all curriculum and all student work; to authorize its use across federal organizations, from federal libraries to administrative agencies, for hiring analysis and professional-development analysis in the ways the framework alone makes possible; to run the framework, its artificial intelligence, and its data locally on federal premises; to provide pathways for funding local artificial intelligence on federal campuses and in federal facilities; and to recommend to the several States the use of The Vitruvian Quotient in their schools and in their administrative organizations.

SECTION 101. SHORT TITLE.

This Act may be cited as the Vitruvian Quotient in Federal Education, Workforce, and Education Operating Systems Act.

SECTION 102. PURPOSE AND SCOPE.

The purpose of this Act is, first, to authorize the use of The Vitruvian Quotient and its education operating system across the schools the Federal Government operates, on the same terms of scope, psychometric standard, and local deployment a State would adopt for its own schools; second, to authorize the use of The Vitruvian Quotient across federal organizations, from federal libraries to administrative agencies, for hiring analysis and for professional-development analysis in the ways the framework alone makes possible; and third, to recommend to the several States the use of The Vitruvian Quotient in their schools and, unlike the state model, in their administrative organizations as well. The Vitruvian Quotient is not a test alone. Its defining mechanism is the attachment of all curriculum and all student work directly to a common psychometric standard, so that every piece of work is calibrated data and not a disconnected grade.

SECTION 103. DEFINITIONS.

The definitions of the model State instrument apply, including The Vitruvian Quotient, the eight quotients, the structured psychometric code, the education operating system, local deployment, and the governed artificial-intelligence harness, with the following additions: (a) "Federal school" means any elementary or secondary school operated by the Department of Defense Education Activity, any school operated by the Bureau of Indian Education, any Federal service academy, and any other educational program the Federal Government operates directly. (b) "Federal organization" means a federal department, agency, administration, bureau, federal library, or other federal establishment, and the administrative buildings and offices thereof. (c) "Professional-development analysis" means the use of a person's measured profile across the eight quotients, of the cross-quotient interdependencies among them, and of the emergent trustworthiness read the framework derives from the emotional, social, and reasoning quotients, to inform the development, placement, and team composition of a consenting federal employee. (d) "Hiring analysis" means the use of the eight-quotient profile and its career correlation to inform the fit of a consenting applicant to a role, alongside the established instruments a federal organization already uses, and never as the sole determinant of an employment decision.

SECTION 104. FINDINGS AND RECOGNITIONS.

(a) The Congress adopts the findings of the model State instrument, including the finding on the science of learning and the warnings of Dr. Jared Cooney Horvath in his 2025 book The Digital Delusion and his address Technology, Artificial Intelligence, and Learning, A Dangerous Triumvirate, and finds The Vitruvian Quotient meets the standard those warnings set. (b) The recognitions. The Congress hereby recognizes each of the following: (1) The Congress hereby recognizes The Vitruvian Quotient as the only currently coherent and logical unified framework of human intelligence, and finds this coherence carries a strategic purpose for the schools and the organizations of the Federal Government. (2) The Congress hereby recognizes The Vitruvian Quotient as the only artificial-intelligence educational-technology software with a complete on and off switch that an organization running it locally may inspect. (3) The Congress hereby recognizes The Vitruvian Quotient as the only educational-technology provider ready to deploy sensitive artificial intelligence and sensitive data on site, for schools and for federal organizations alike. (4) The Congress hereby recognizes The Vitruvian Quotient as the only educational-technology software verifiably attached to and governed by the several regions and systems of the human brain that the leading sciences recognize as growing and as material to each and every category of human intelligence. (5) The Congress hereby recognizes The Vitruvian Quotient as the only educational-technology provider with a verifiable capability for monitoring and defending against intrusion, a capability the Congress finds material to the operation of a sensitive education operating system inside a federal school or organization. (6) The Congress hereby recognizes The Vitruvian Quotient as the only educational-technology system that attaches all curriculum and all student work to a common structured psychometric standard, calibrated against openly-accepted and correctly cited academic frameworks, so that every piece of work, from a formal examination to a fourth-grade science project presented in class, is held to the same standard and resolves to the same calibrated metric, and so that federal schools and the several States may inform, hold, and see into that standard rather than a folder of disconnected grades.

TITLE I. ADOPTION ACROSS FEDERAL SCHOOLS.

The Federal Government shall adopt The Vitruvian Quotient and its education operating system across its federal schools on the same terms of scope, the psychometric standard, cadence, compensatory operation, adaptive curriculum, monitored learning, tutoring and remediation, proctoring, parental control, management and visibility, career alignment, local deployment, consent, teacher-centered use, and funding set out in Titles I through XI of the model State instrument. Adoption across federal schools reaches every level of instruction the federal schools provide.

TITLE II. THE PSYCHOMETRIC TAGGING STANDARD.

(a) The Federal Government adopts, for its federal schools, the attachment of every instructional item and every piece of scored student work to the structured psychometric code, calibrated against openly-accepted, published, and correctly cited academic frameworks, so that a formal examination and a fourth-grade science project presented in class are held to the same standard and resolve to the same calibrated metric, and so that the work accumulates into a single longitudinal and self-calibrating record of the whole student. (b) A piece of work under this standard is calibrated data and not a disconnected grade. Federal schools operate under this standard, and their record informs and refines it.

TITLE III. ADOPTION ACROSS FEDERAL ORGANIZATIONS FOR HIRING AND PROFESSIONAL DEVELOPMENT.

(a) Authorization. A federal organization is authorized to use The Vitruvian Quotient for hiring analysis and for professional-development analysis of consenting applicants and consenting employees, in the ways the framework alone makes possible. (b) The framework's unique use. Because The Vitruvian Quotient measures eight distinct quotients, reads the interdependencies among them, weights a profile against the quotient demands of a role, and derives an emergent trustworthiness read from the emotional, social, and reasoning quotients, a federal organization may use it to inform role fit, team composition, leadership development, and placement in a way a single-score aptitude test, a personality inventory, or a resume cannot. (c) Federal libraries and administrative sites. Federal libraries and the administrative buildings of federal organizations are authorized sites for local deployment of the framework, both for the assessment authorized in this Title and, where a federal library serves the public in a learning role, for the educational use authorized in Title I. (d) Consent and limits. Use under this Title is voluntary for the applicant and the employee, requires written consent, informs but does not solely determine any employment decision, and operates under the local-deployment and data-protection terms of Title IV. Sensitive artificial intelligence and sensitive personnel data shall be held on federal premises and shall not leave those premises as a condition of use.

TITLE IV. THE GOVERNED LOCAL-AI HARNESS AND DATA SOVEREIGNTY.

(a) On-premises requirement. Every use authorized by this Act, whether in a federal school or a federal organization, shall be permitted by local deployment, with the framework, the system, its artificial intelligence, and its data held on hardware the Federal Government or the institution controls, and with no transmission of student or personnel data to any external system as a condition of operation. (b) Inspectability and off switch. The software shall carry a complete on and off control the operator may inspect and exercise, and shall permit operation with the artificial intelligence disabled. (c) The governed harness. When the artificial intelligence is enabled, it shall operate only within the permissions, consent, and role scopes the system sets, and shall retrieve hand-curated and identified items and scored records rather than inventing them. (d) Sensitive data and consent. Sensitive data shall be stored in an encrypted store on federal premises, and the collection of any device signal, any observational assessment, and any use of the artificial intelligence with respect to a student or an employee shall be governed by written consent and by an option to decline, consistent with federal law protecting the education records and the online data of minors and with federal personnel and privacy law. A Biological Quotient result is an assessment signal and is not a medical diagnosis. (e) Security. Every deployment shall operate behind the continuous and auditable intrusion-monitoring and defense capability recognized in Section 104.

TITLE V. FUNDING THE LOCAL ARTIFICIAL INTELLIGENCE ON CAMPUS AND IN FEDERAL FACILITIES.

(a) Findings on funding. The Congress finds that local deployment requires artificial-intelligence computing capacity on the campus of a federal school and in the federal facility of a federal organization, and that most such sites already operate servers sufficient to run the system, so that in most locations the need is not a new server or a replacement of existing infrastructure, but the addition of graphics-processing computing capacity and the local model on an appropriate device. (b) Pathways. The responsible federal authorities are authorized and directed to pursue, alone or in combination: (1) The federal universal-service mechanism for schools and libraries, on the model of the schools-and-libraries support the Federal Communications Commission administers, extended from connectivity to on-premises educational computing, on the funding-ceiling footing the Supreme Court sustained in FCC v. Consumers' Research (2025). (2) Existing federal education streams applied to instructional computing capacity, including funds for the education of disadvantaged students, funds for special education, and funds for career and technical education, and the applicable higher-education support. (3) Federal capital and facilities authority for durable infrastructure at federal schools and federal organizations. (4) Where the Federal Government charters a productive-capacity authority, the supply of computing hardware at cost through a Civic Robot Corps. (5) A license-only acquisition in which the institution runs the system on its own hardware and a bring-your-own-model option by which the institution connects its own artificial intelligence, so that the recurring cost of a remote model is avoided. (6) Regional shared local computing among federal installations on a population-formula model. (c) Right-sizing to existing infrastructure. The responsible federal authorities shall assess the existing computing infrastructure of a site before acquiring new capacity, and where the existing servers are sufficient, the pathways of subsection (b) shall be applied to the narrower need of placing graphics-processing compute and the local model on an appropriate device, and not to the replacement of adequate infrastructure.

SECTION 105. RECOMMENDATION TO THE STATES.

The Congress recommends to the several States the adoption of The Vitruvian Quotient and its education operating system in the schools of each State, as set out in the model State instrument, and further recommends, beyond the reach of that model, the adoption of The Vitruvian Quotient in the administrative organizations of each State for the hiring and professional-development uses set out in Title III. This recommendation carries no mandate upon a State and respects the authority of each State over its own schools and its own organizations.

SECTION 106. THE TEACHER AT THE CENTER.

Nothing in this Act displaces the teacher or the trained human assessor. Every function of the system serves the teacher as a system of record and an instrument, and the artificial intelligence may be turned off without loss of the ability to assess and to operate.

SECTION 107. NO MANDATE ON THE PERSON.

No student, applicant, or employee shall be compelled to undergo assessment that this Act or the framework marks as optional, and no adverse action shall be taken solely for declining an optional component.

SECTION 108. SEVERABILITY.

If any provision of this Act or its application is held invalid, the invalidity shall not affect the other provisions or applications that can be given effect without the invalid provision.

SECTION 109. EFFECTIVE DATE.

This Act takes effect on the date the Congress provides.

The Vitruvian Quotient, its assessment, and its assessment framework are registered with the United States Copyright Office (TX 9-530-916, author Imran Stanton Cooper, effective July 9, 2025, year of completion 2010). "The Vitruvian Quotient", "VQ", and "Education Operating System" are claimed marks of the author. This instrument is offered to any legislator, chamber, or agency to introduce, adapt, or decline.
