Intelligence rises in a population when it gains abundance, and with it the spare time and the room to work problems out. Intelligensicus works by scaffolding. It helps an animal author a better version of a behavior it already performs, so the improvement is its own to keep and to teach. The program runs across nine animal tracks, and every intervention is aimed at survival, which makes it a conservation program as well. The library below holds the master proposal, the per-track proposals, and two pitches.
There is a real objection to intervening in wild populations, and the program honors it before answering it. Conservation is not a fixed creed; its own leaders have shown its values shift over time, and it already recognizes cases where the welfare and capability of animals outweigh a preservation reflex. The honest point is that non-intervention is itself a choice with a record: around one million species are now threatened with extinction, at a rate roughly a thousand times the natural background. A doctrine defined by holding populations steady cannot, by its own logic, do more than slow that loss. The work of preservation is real and valued, and this program does not replace it. It adds the one thing preservation alone was never built to supply, helping a population become more capable of saving itself, and it asks only that the trade-off be put on the table plainly rather than settled by default.
On Origination
This program is the work of a single originator, and it is presented as one complete, integrated system, not a set of parts to be taken piecemeal. The value is in the whole, and in the mind that can hold and carry the whole. A complex idea is easy to copy at the surface and impossible to copy at the depth. The imitator takes the fragment, files the paper, and calls the field his own, and the deeper version dies with the person who was never funded to build it.
This is the older pattern in a new coat. The one who produces real value through actual adversity, and who lacks the documentation to fence it, is the ripest thing in the system to harvest and the least likely to be backed. The machine does not punish laziness and reward merit. It rewards documented merit and farms the rest. Capital that backs the documented copy over the undocumented origin is one reason the hardest problems stay unsolved, because the deep version keeps getting buried before it is built. Intelligensicus is offered at its origin, in full, so that the version that gets built is the whole one.
Program

The whole program: thesis, aims, method, ethics, measurement, personnel, vessels, budget and business plan, and the nine tracks.

The short outward pitch for ocean-science and vessel partners: the idea, why it works, why now, and the ask.
The Boxed-Species Program

The flagship. Wild octopus, cuttlefish, and coastal fishes in stationary clear enclosures sited in their own water.
The Field-Study Program

Crows, ravens, and jays. Ape-grade cognition in an abundant, urban-adjacent bird. The cheapest and fastest track to field, and the natural lead application.

Dolphins, orcas, belugas, and pinnipeds. Trained handlers bring captive-honed expertise to wild populations.

Chimpanzees, gorillas, bonobos, and baboons. Help a wild group build a better tool or shelter, and keep it.

Small monkeys drive a robotic appendage inside the outpost, then are released without it. What is measured is the cognition that survives release.

African and Asian elephants. Protect and amplify matriarch knowledge that raises a group survival.

American black and brown bears at habituated-but-wild sites, under an absolute no-human-food rule.
The benefit of having more and more co-intellects on this planet is so great it is currently factually unimaginable. You cannot yet imagine how major this would actually be.Imran Stanton Cooper, the founding plan
